The Compliance Specialist assists projects with federal, state, and local wage compliance. This role also supports our operations to comply with socio-economic requirements, education for operation’s staff, resource groups, trade partners, and clients.
ESSENTIAL DUTIES + RESPONSIBILITIES
Sets up relevant projects in LCP Tracker and invites and adds all trade partners participating on the project as well as weekly review of LCP Tracker, or other software utilized for compliance tracking
Ensures compliance posting requirements on projects
Receives and audits weekly submission of trade partner’s payroll reports, including sub-tier trade partners, to determine compliance, as well as timely and accurate reporting of payroll records based on manpower and/or payment discrepancies
Coordinates with clients and trade partners to submit initial and periodic reports to developer and/or DSLBD/DGS
Identifies non-compliance, determines remedy, and maintains recordkeeping
Identifies risk of topics to discuss with supervisor and collaborates with DAVIS Legal Department regarding compliance discrepancies, regulatory updates, and seeks assistance of DAVIS Legal Counsel when necessary
Identifies issues and notices and participates in intervention meetings, methods, or discussions must occur due to compliance issues
Maintains staffing and compliance tracking spreadsheet/database for projects with First Source, CBE, SBE, MBE, Davis-Bacon, etc. requirements
Generates quarterly Section 3 reports for relevant projects
Develops, maintains, and presents wage assurance/wage compliance education and socio-economic education
Educates and mentors DAVIS staff and others with compliance responsibilities on wage compliance regulations, including changes or updates
Participates in the onboarding of new trade partners and presents on wage theft, wage assurance, and expectations on DAVIS projects.
Develops + participates/leads Toolbox Talk Meetings/education on high-risk projects
Educates trade partners on the project requirements regarding wage laws, reporting expectations, and utilization of relevant software or other methods of recordkeeping required.
Audits JV projects to determine compliance efforts and consistency with DAVIS compliance policies and procedures
KNOWLEDGE, EXPERIENCE + SPECIAL SKILLS
*Required
Experience in compliance management such as Davis-Bacon, First Source, CBE preferred but not required
Understanding of all federal, state, and local regulations*
Decision making, research and analytical problem-solving skills*
Time management with the ability to organize, assess and prioritize multiple tasks, projects, and demands, and to work independently*
Possess strong verbal and written communication skills, and interact effectively at all levels within the organization*
Construction industry experience strongly preferred

PHYSICAL JOB DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reaching above and below, stooping, kneeling, crouching, and bending. The employee must occasionally lift / carry / move up to 25 pounds. Manual dexterity to operate office equipment, file, and perform specialized skills. Needs a high degree of concentration in a busy office environment.

The base salary (or hourly) range for this position is
$74,500.00 - $95,000.00DAVIS is committed to providing our employees with a competitive total compensation package that enhances your quality of life.
